Instructions and Guidelines for Secretary to the Council

Reporting Requirements

The Secretary of the Council reports to the Speaker. Ongoing meetings should be established to determine the status of projects and finalize future agendas.



The Secretary is responsible for creating the agenda for the Speaker’s meeting, Dean’s meeting, and the biannual General Faculty meeting. The Secretary will consult with the Speaker to determine what items will be placed on the agenda. The Secretary will email the agenda to the members prior to the meeting and bring copies to the meeting (for those who neglect to bring their own).


The Secretary is responsible for taking the minutes at the Speaker’s meeting. After completing the minutes, email a draft to the Speaker for review. Final Minutes will be posted on council website at the discretion of the Speaker.


The Secretary is responsible for maintaining the membership lists for the Council and each of the standing committees. The Secretary also keeps track of Council attendance.

Meeting Rooms

The Speaker’s meetings are held the second Tuesday of each month and the Dean’s meetings are held on the fourth Tuesday of each month (unless rescheduled) at SCCC 1301 from 5:00 PM – 6:30 PM.

Meeting Details

Quorum – one greater than 50% of the number of Council members constitutes a quorum.

Voting – all items are decided according to consensus. If requested, a formal vote will be taken.

Attendance – members who do not attend at least 70% of the meetings should be terminated.


The Council shall receive administrative support from the Office of the Senior Associate Dean for Faculty Affairs. A Secretary to the Council shall be appointed from the administrative staff to assist the Speaker and the Council in the conduct of its activities.
